California Assembly Bill 1215 imposes new rules for electronic title registration and vehicle history disclosure affecting car dealers starting July 1, 2012.
– Update document processing charges
Starting July 1, 2012, dealers who are DMV Business Partners can charge up to $80 for document processing on both sale and lease contracts (before, it was up to $55). For dealers who are not DMV Business Partners, that figure will be up to $65.
-Run NMVTIS vehicle history reports
Starting July 1, 2012, dealers are required to obtain a vehicle history report from the National Motor Vehicle Title Information System (NMVTIS) on all used cars sold at retail. Note that Carfax and Autocheck reports are not NMVTIS reports. This will benefit consumers with more in depth information of the vehicle condition and its history (it will cost dealers money to print out report).
-Place red warning stickers as needed
Starting July 1, 2012, used cars with a junk, salvage, total-loss, or title-brand record in the NMVTIS report must have a red warning sticker placed near the FTC Buyer’s Guide. (Accel Motors do not engage in sale of these kind of possible problematic vehicles)
If the dealers can not provide consumers with NMVTIS report, assume that it has possible vehicle history problems that dealers want to hide from the consumers….when looking for a New or Pre-owned vehicles, ask for the NMVTIS report!
